Job Purpose

To supervise and coordinate the safe, efficient, and reliable operation of petroleum product storage and handling facilities, ensuring compliance with company procedures, international standards, and regulatory requirements while maintaining optimum terminal performance.

Key Responsibilities

1. Terminal Operations

• Supervise daily receipt, storage, blending, and dispatch of petroleum products.
• Coordinate vessel, pipeline, tank truck, and rail loading/unloading operations.
• Ensure proper line-up of tanks, pumps, pipelines, and manifolds.
• Monitor tank inventories and product quality to maintain stock integrity.
• Optimize terminal utilization and operational efficiency.

2. Health, Safety, Security and Environment (HSSE)

• Enforce compliance with HSE policies and procedures.
• Conduct toolbox talks, safety inspections, and risk assessments.
• Ensure proper implementation of Permit-to-Work (PTW) systems.
• Coordinate emergency response and firefighting preparedness.
• Investigate incidents, near misses, and recommend corrective actions.

3. Personnel Supervision

• Supervise operators, loading personnel, and shift teams.
• Prepare duty rosters and allocate manpower effectively.
• Provide coaching and on-the-job training to staff.
• Evaluate employee performance and recommend training requirements.

4. Product Quality and Inventory Control

• Ensure accurate measurement and reconciliation of inventories.
• Coordinate sampling and testing activities with laboratory personnel.
• Maintain product quality standards and prevent contamination.
• Prepare daily stock and movement reports.

5. Maintenance Coordination

• Coordinate with maintenance teams for preventive and corrective maintenance.
• Report equipment malfunctions and follow up on repairs.
• Participate in commissioning and shutdown activities.
• Ensure operational readiness of pumps, valves, meters, and firefighting systems.

6. Documentation and Reporting

• Maintain operational logs and records.
• Prepare daily, weekly, and monthly operational reports.
• Ensure compliance with statutory and company reporting requirements.
• Participate in audits and inspections by regulatory authorities and customers.

Qualifications

• Bachelor's Degree or Diploma in Chemical, Mechanical, Petroleum Engineering, or related discipline.
• 5–10 years of experience in petroleum terminals, tank farms, refineries, or oil and gas operations.
• Knowledge of terminal automation systems, custody transfer, tank gauging, and inventory management.
• Familiarity with HSE management systems and emergency response procedures.
• Good leadership, communication, and problem-solving skills.
• Proficiency in MS Office and terminal management software.

Supervisor should have a capability to build a relationship with Port and customs authorities in order to facilitate the discharge and back loading of the tankers

Stakeholder Management and Regulatory Liaison

• Establish and maintain strong working relationships with Port Authorities, Customs Authorities, Coast Guard, and other regulatory agencies.
• Coordinate with port officials and customs representatives to facilitate timely berthing, discharge, loading, and back-loading operations of tankers.
• Ensure compliance with port regulations, customs requirements, and documentation procedures.
• Liaise with shipping agents, surveyors, inspectors, and government authorities to minimize delays and optimize vessel turnaround time.
• Represent the terminal in meetings with external stakeholders and regulatory bodies.
• Resolve operational issues and coordinate approvals to ensure smooth import and export activities.
• efficient coordination with authorities is essential for minimizing demurrage, ensuring rapid discharge, and facilitating export or back-loading operations
